I suspect mtu/mss. Try
ip tcp mss-adjust 1388 on the lan interface of the rtr
Windoze needs a little help with this stuff. You can be sure, by setting up a sniff with ethereal and look for FRAGMENTS. If this is a VPN and youre using a tunnel interface add the mss adjust and “ip mtu 1476″ on the interface. Your goal is to avoid fragmentation by forcing the machines to learn the correct MTU to transmit at. Another option is to manually change the MTU on the boxes to some lower number and leave the network gear alone. IP path mtu discovery almost never works for me… need to force stuff, especially with win2k3 server.
