Are you accessing the documents over a CIFS (Windows Filesharing) or SMB share?
If that’s the case, the problem is probably the protocol and not the pipe, CIFS can by 95% over head in most cases, and is extremely chatty. FTP, HTTP, and other sane protocols do not have this problem.
Is the T1 P2P Private Line, or does it also provide Internet bandwidth?
If it’s an Internet T1, you’re ISP might be shaping your CIFS / SMB traffic, as it is an extremely common vector for malware and virus propagation.
