Gents, I found the issue. there were 2 issues indeed. First I forgot to set the dot1q-tunnel ( :-S ) .. ...
My confusion came more from seeing the 'L' flag with the OIL as null. I'm not sure why it's considering it local with no outgoing interfaces.

If the LAB rules says : "Do not change or add any IP addresses from the initial configuration unless otherwise specified", the If I need to create a tunnel interface, do I have right to put a static IP address on the tunnel interface (like many IE WB Labs) ?
Or it must use unnumbered IP??
