Matching & Blocking a PSTN # on CCM

Yes , H323 GW is easy , but my situation is not H323 GW , instead it is MGCP GW. I am not using IPMA Manager or Assistant on our cluster just yet & I will only use it if there is no other way to make this config happen on CCM.
I did tried your translation pattern option , but it did not work , meaning still my test call did go through to internal DN#s , so it did not block the incoming as I was hoping. Interestingly my CCM traces are totally unware of this call hitting/matching the earlier configured TP.
If any one get a chance to get this config going with TP on CCM, please explain what options you have chosen on that config screen ?
If TP is not going to work , then some please explain how I can make IPMA to do the job in this case. As I have not exposed much to IPMA till date , some initial feedback is very appreciated.
I will also go through SRND shortly as well to see if I can pick up any clues.
