HWIC-16a Async

I have got a cisco 2811 with a HWIC-16a I am attempting to set this up like a 2511 termserver, but I am having a bear of a time with it. Has anyone used this card, and know how to configure it? I am not having any luck on documentation on this cards config. I would have thought it would be just like my 2511, but for some reason all the Async lines are down/down.
