area 0 connectivity through two virtual links
I would go for both areas to have redundancy incase one link fails. But if requirement says that you can use only one area then use any one or I would say that if area one area is using LAN interfaces and other using WAN (like frame-relay) I would prefer to use area that spans the LAN as I would take that as more stable and faster links.
